Police have arrested two suspects, a security guard Opanya Darius, and Azabo Samuel who appeared in a viral video walloping an 18-year-old Kitooke Isaac following a misunderstanding at one of the buildings in Kampala city.
The video which has since gone viral, shows Kitooke Isaac confined with building iron bars atop a building that was under construction as he was being flogged while begging forgiveness.
The reason why Kitooke was being whipped has not been established but the pair (Opanya Darius and Azabo Samuel) have been slapped with charges in connection with an aggravated torture.
The incident is said to have taken place on 3rd February 2024 and when the clip went viral, Police decided to take action by tracing and arresting the two suspects who admitted to committing the offense.
Local security guard Opanya Darius, whom the victim refers to as “Commander Ivan” in the video was the one seen flogging the victim as Azabo Samuel was busy recording the whole incident.
“He is a local guard identified as Opanya Darius, whom the victim refers to as “Commander Ivan” in the video. The other suspect, Samuel, is believed to have recorded the video. The two suspects have confessed to the actions portrayed in the video and have been charged with aggravated torture”, ASP Deputy Police Spokesperson, Kampala Metropolitan Lukowoyesigyire said in a statement.

The has yet again urged security guards and bouncers to refrain from wearing attires that are replicas of police uniforms and warns that whoever will be arrested, leads to prosecution.
“We urge local security guards and bouncers to refrain from wearing attire resembling police uniforms, as this may lead to prosecution upon arrest”.
